James Bond or Agent 007. The most famous secret agent. The double zero indicate a licence to kill in Her Majesty's Secret Service. James likes his martinis shaken not stirred.

Curiously, the origination, and perhaps inspiration, for the particular number 007 in the context of Ian Fleming's James Bond is thought by some historians to arise from the fact that this was the coded signature of John Dee, sometimes referred to as England's first secret agent, used in secret communiques to Queen Elizabeth I during England's conflict with Spain.

"Dee signed his letters with two circles symbolising his own two eyes and indicating that he was the secret eyes of the Queen.The two circles are guarded by what may be considered a square root sign or an elongated seven. For Dee, seven was a sacred cabbalistic and lucky number."(1)
