On Nobember 26, 2000, Andy Card was appointed to be Chief of Staff to President-elect George W. Bush. This was not Mr. Card's first tour of duty, he has served under two other presidents in different roles. In 1992, Card was appointed Secretary of Transportation under the first Bush until 1993. While he was Secretary, Card led the disaster relief efforts after Hurricane Andrew. Following the election of Bill Clinton, Card led the transition team from Bush to Clinton.

Prior to serving as Secretary, Mr. Card serverd as Assistant to the President and Deputy Chief of Staff from 1988 to 1992. As Deputy, Card managed the daily operations of the White House staff and was involved in some of the policy development and implmentation that took place throughout Bush's term as President.

During President Reagan's administration Andy Card serverd as Special Assistant to the President for Intergovernmental Affairs.
