The borg is an automated Angband player. There are several versions available, all of which aim to emulate a human player. For the most part, the borg is better than the average newbie, but lacks the intelligence to be as good as someone who is more experienced. In fact, it rarely is able to win the game. The main difference between the borg and a human player is that the borg is insanely fast--almost to fast to comprehend what it's doing.
