A housing project in Chicago so ridden with crime that its name has become synonymous with urban squalor. It became so dominated by gangs in the late 1980s and early 1990s that the drug dealers set curfews for the residents. In 1995 the entire Chicago public housing system was handed over to the U.S. Federal Government. Chicago officials claim that 7 of the 10 poorest urban communities in the U.S. are in Chicago housing projects.
