These are to warn motorists, on Interstate 5 of illegals who are so desperate to get into the country are willing to risk their family and their own lives to cross the freeway to avoid the INS checkpoint nearby. It reached its peak in 1989 when 29 illegal immigrants were killed in attempts.

As of 1997, however, the California Highway Patrol no longer tracks illegal immigrants killed on the freeway because none were that year. The result of toughened security along the border.
