Also called the Treaty of Vienna, this agreement followed Napoleon’s defeat in 1814. The treaty sought to restore Europe to normalcy after the Napoleonic Wars. Obviously, collective security, as established at the Peace of Westphalia had failed to prevent major conflict. A system of great power consultation was established, designed to resolve disputes by peaceful means. This group, containing Britain, France, Austria, and Prussia, endured for twenty years before succumbing in the face of rival alliance systems in the years leading up to the Great War. While it ultimately proved ineffective, the Concert of Europe provided the basic structure and rationale for the League of Nations and, ultimately, the United Nations.
