The first
Congress of the
United States, under the
confederal system of the
Articles of Confederation, which was the
basic law of the land before the
United States Constitution.
One of the things that the Continental Congress did was to issue fiat money to fund the Revolutionary War. After the war, this money became essentially worthless, giving rise to the expression "not worth a Continental".
