Covert Action was a 1990 PC game developed and published by MicroProse Software, Inc.

You control the CIA agent Max Remington, working against agents of 26 rival spy agencies, jihads, cartels, international gangs, and national liberation fronts. Depending on the difficulty level you choose, a few of the schemes you must foil include assassinations, kidnappings, bank robberies, and bombings.

In addition to breaking into hideouts, you can choose the non-violent methods of gathering information. Wiretap a building and intercept phone conversations. Steal an encoded document from someone's house and take it to the cryptography lab. Plant bugs in furniture. Install a tracer on a suspect's car. There are always many ways to approach a situation.

The ultimate goal of the game is to capture the 26 masterminds of the rival agencies.
