Because of the success of the German wolf pack attacks on the convoy ships taking much needed supplies from North America to the British Isles, the United Kingdom was facing a huge problem growing enough food to feed the people at home, and the forces at war.

Because of this, people were encouraged to grow their own food as much as possible, hence "digging for victory".
