Scary-ass mind control researcher, put electrodes into the pleasure centers of animals (And possibly humans?) connected to radio receivers so they could be remote-controlled. I think he's the one who came up with the idea of delivering warheads strapped to dolphins who would navigate by means of a sensor that could orient them by correlating the time and the sunlight and then reward the pleasure center if the dolphin was swimming in the right direction. Diabolical!
