The Dubin Inquiry, or more formally "the Commission of Inquiry Into the Use of Drugs and Banned Practises Intended to Increase Athletic Performance", was held in 1989 following several incidents in the 1980's where Canadian athletes had been disqualified for doping infractions. Its recommendations included federal funding for random drug testing and education for athletes about drugs and their side effects.
