hair products are regulated by the FDA and colors and
peroxides can only be made a certain strength. Stronger
pigments and
peroxides can be found in Europe, however. For example, you can only get 40 Peroxide in the states while you can get 80 in Europe.
The moral of the story? If you want insane color, go to Europe.
