Sure, it passed the Congress, but died in conference, which means it's not the law. Read the above very carefully and you'll probably understand why it died =) and if you still don't see it, see CAUCE's pages.
Spammers even today refer to Murkowski's and Torricelli's bills, giving Murkowski's web page (mentioned in JeffMagnus' writeup above) as the reference.
