from The Fantastic Story of Din Java by Astor Lendel.

The High Council is the popularly-elected body of the Naran tribe. It is headed by the Chief and is checked by the Anti-Council and the Grand Council.

The High Council has the ability to pass legislation, hold supreme judicial review, and determine the budget of the Naran Government.

Through the forums, tribal members can overturn any decision made by the High Council. And if there is gross misuse of power, the Chief, any member of the High Council, or a consensus of the highest forum can invoke the Anti-Council. The Anti-Council can make the High Council call new elections, dislodge the Chief, remove any member of the High Council, or order the dismantling of the tribal government.
