According to Howard Fineman, Newsweek's chief political correspondent, this phrase was said by President Bush in a September 13th meeting with New York Senators Chuck Schumer and Hillary Clinton and Virginia Senators John Warner and George Allen. The full quote, refering to retaliation for the September 11, 2001 hijackings,
When I take action, I'm not going to fire a $2 million missile at a $10 empty tent and hit a camel in the butt. It's going to be decisive.

I've changed my thinking about moving to Texas completely. I could put up with almost anything to hear these gems more often.
