Peace Congress, International, an international gathering at The Hague, held in response to an invitation of Nicholas II., Czar of Russia, beginning May 18, 1899, in which the United States took part, and which framed a plan, since approved by the powers, for a permanent Tribunal of Arbitration and periodical conferences.
