A "kjeller" means a basement. The name explains itself, they are usually located in unused spaces in the basements of the faculty buildings, rented out by the university for a symbolic price. They are the social hangout places for students in Norway. Usually, each institute or faculty has their own kjeller.
In a country where the beer is incredibly expensive, the kjeller system provides the students with a place to hang out with cheap beer and a good atmosphere. They are managed on a non-profit basis.
