A 52-year-old suspended Roman Catholic priest who was shot and seriously wounded outside his Baltimore, Maryland home on May 14, 2002 by former parishiner Dontee D. Stokes.

Blackwell was cleared of the abuse charge at the time by officals of the Baltimore Diocese and the Baltimore Police. But he was later suspended as pastor of another West Baltimore parish in a separate case involving accusations of sexual misconduct with another minor which he eventually confirmed.

Blackwell was well known for his work at at the St. Edwards parish. He has inviting more than a dozen troubled teenage boys from dysfunctional families to live with him in the rectory in 1993.
