This is a building on the University of California, San Diego (UCSD) campus. It's located within the John Muir College.
In the stairwell on the eastern side of the building there is a remarkable collection of graffiti. There's a constant battle between the artists and poets who contribute to the graffiti and the janitors who paint over their work. Thankfully, those who create the graffiti are persistent and they frequently redo their work when it's covered up.
There also used to be a couch up at the top where lots of students would go to get high. The janitors apparently removed the couch the last time I was there.
