A very simplistic bitmap image editor that comes with all of the versions of Microsoft Windows that I can remember - and it seems like it hasn't changed much since the first version.

I don't think it's used much anymore except maybe to save screen captures. It only saves files in BMP and DIB image formats (which are uncompressed), so you should compress them to JPG or PNG before sending them out anywhere on the internet.
