Monostatic refers to when a radar system has its transmitting and receiving antennas in the same location. Typical radars transmit and receive from the same antenna using some sort of multiplexing system. This is different from a Bistatic radar that places the transmit and recieve antennas far apart (far enough so that the two antennas do not act as a phased array).
