NCP, or Network Control Protocol, preceded TCP as a transport layer protocol for the ARPANET. It was simplex, ergo each application required two connections, and an even-odd pair of numbers was reserved for each application. Most of the port numbers for standard services (e.g. Telnet, FTP, SMTP) are based off the NCP port numbers.
