"Not to be removed under penalty of law" is a common phrase that occurs on the tag of most pillows. This statement is directed at the workers of:

a)the store in which the pillow is being sold,

and

b)the workers of the pillow factory in which the pillow was made.

The tag is there to indicate what the pillow is stuffed with. Seeing that some customers may be allergic to certain kinds of stuffing, it is the law that all stores leave this tag on so us pillow-users don't get gigantic rashes on our heads.
