This was the period of comic books like More Fun Comics and stuff like that. Characters who were not costumed vigilantes, but predominantly the kind of thing you might still see in the funny papers of your home newspaper. They were comical characters, which is why we still call them comic books, even though they're not all that funny anymore. It wasn't until Ace Comics #11 introduced a character called The Phantom that things began to change for comic books, thus signaling the beginning of the Golden Age for comic book fans all over the world.
