Soup and fish is slang from the early 1900s referring to formal and semi-formal dinner wear-- the sort of suit you would wear to a dinner with a soup course and a fish course. It is by far the best known from its use in the works of P.G. Wodehouse, although it appears that it may have been first used in America, the first written use being in America in 1914.
