Time cannot exist without movement. Think about it for a sec. The only possible way to measure time is through movement. If nothing moved, then time would cease to exist. If a person, for example, couldn't move, that person could do nothing. The person couldn't think because the neurons, in that person's brain wouldn't move. Light wouldn't move. No time would pass. The converse is true as well. Movement can't exist without time. It always takes time for something to move somewhere, so it goes without saying that when you cease time, nothing moves. So, not only are time and space relative, but time and movement are as well.
