Technically, a pagan is someone who isn’t a member of the big three: Judaism, Christianity, and Muslim, or an offshoot thereof.

A wiccan is someone who is a member of wicca, or an offshoot thereof.
The 'typical' usage of this word is to denote an offshoot of one of Gardenerian Wicca, or a(n) branch/offshoot thereof.

However, most people use the term pagan to refer to a non-monotheistic religion, i.e.:

"pantheism, panethism, polytheism, duotheism." - sleeping_wolf
A wiccan is a pagan, but a pagan is not necessarily a wiccan.
