Todd Bibler created Todd-Tex for use in his Bibler line of tents. The tents are designed by Todd, but manufactured by Black Diamond. Todd-Tex is actually the same membrane as Gore-Tex, from what I understand. The real difference is a treatment that makes Todd-Tex fire resistant. Some states such as California require that all tents are fire-resistant to some degree.
