This is a song by Ween, from the album Pure Guava.

Yet another example of a Ween song that won't end, it keeps starting again. It's sung through a voice distorting machine, which makes the singer sound like more of a spazz than he usually sounds. It's not a particularly enjoyable song, but it's funny.

and i don't think it's funny
when she starts to groove

(touch my tooter)

Strangely enough it does not seem to be a vulgar song, despite its insistence that the listener touch the singer's "tooter." They are not the type of band to insinuate vulgar acts when they can say them outright, they're certainly not squeamish.
