A Latin proverb. Can be translated either literally as just a phrase meaning (the) golden middle way, or as a proverb with an implied est (is) at the end meaning Middle way is golden.

The latter translation is usually appropriate (depending on the context, of course).

Either way, the idea is that of avoiding extremes and realizing that usually the truth is in the middle.
