This is a song by Ween, from the album God Ween Satan: The Oneness.

This is probably one of the only Ween songs I never learned completely, partly because it's zany-fast and partly because its vocal effects make the singer difficult to understand.

It sounds a bit like it's being sung through a harmonica, with that strange fuzziness, but without any of the notes that would come through a harmonica. The guitar part rocks hard and grungy, and an actual melody exists in the vocal line. The lyrics, however, make no sense. Observe:

morgan's pain
sucumbs to the frame
inna zany combination of wayne's pet youngin'
astral plane
conversing lame
inna zany combination of wayne's pet youngin'

I have no idea who Wayne is or why he would have a pet youngin'. Though from the sound of it (and judging from this period in the Ween brothers' lives), I imagine it is a bit drug-induced. At the end of the song, the vocalist becomes frantic, asking us if we would die in the name of Wayne's pet youngin'. He then shrieks himself, "YES I WOULD!" and then screams incomprehensibly.
