On Japanese TV, when a suspect is shown being brought into the police station, besides blurring out their face, it is also customary to blur out the handcuffs on their wrists.

This has puzzled me for a long time, because it only draws more attention to the fact that the person is a suspect.

The reason they do this is because once someone sued a Japanese tv station because showing them in handcuffs made them look guilty, which is wrong since they haven't been convicted yet.

Also, similar to in america, on tv news they are very careful to always call the arrested person a suspect.
