A common insult in the 1980's, often delivered by elementary school kids. Also "army boots" is occasionally swapped with "combat boots".
This phrase presumably originated during World War II, when many women served in the US Army - a job which was decidedly butch and not lady-like.

This phrase is also the tile of a book (ISBN: 0-59500-094-0) and an episode of The Odd Couple
