Sometimes a fetus with a Y chromosome has an insensitivity to androgen (that is, testosterone), and so it never mutates from the default sex (somewhere between male and female) to male. Because the testosterone triggers which happen later in life never get received, the resulting woman never grows pubic hair, and is ultra-sensitive to her estrogen, thus making her ultra-feminine. However, she has no uterus.
