Someone who attempts to tell the, usually competent, driver of a car how, when, or where to drive when they already know. This American idiom can also be used to refer to any situation where someone tries to tell the person in power / control how to do their job when they already know how.

To be called a back seat driver is an insult. It is also insulting to the "driver" to act like one.
