A mantra most commonly attributed to Dan Goldin, head of NASA. While the ideal of achieving all three simulataneously remains an idea, they're at least getting faster and cheaper, which is what NASA needed most. This has made a lot of people very angry.
This philosophy should never apply to the water of life.
