While some people are confused and call it downbeat, other confused people call it downtempo. I just call it good wholesome grooves.
Very similar to trip-hop and acid-jazz, which it grow out of. Downtempo is a bit more abstract, providing laid back beats. The boundaries between the three can be very foggy, as all three styles tend to overlap at the edges.
A good example of downtempo is Kruder and Dorfmeister.
