A surgical instrument used mainly for holding blood vessels closed. The hemostat looks something like a thin pair of scissors but the end is a toothed clamp. They also are designed to lock shut so they stay tightly closed on whatever they are holding, which makes them a favorite roach clip for classy stoners.
