Someone, either in a
company or in a
government institution (such as the
Civil Service), who is young and is climbing the "
promotional ladder" pretty quickly. They're called this term purely on the speed of their movement not on how high up in the
ladder they are.
This means that if you have someone moving up the promotional ladder of underdogs, as long as they are moving rapidly they are still a high flyer.
