Literally, someone who has at least a million (10^6) units of their local currency. Note that this means very little in Japan, and even less in Italy or Mexico.

Colloquially, this means any rich person, although possessing a million dollars doesn't really qualify a person as really rich anymore, just well-to-do or comfortable.
