One of two possibilities:
A) A person who is famous for not very much and whose antics will be reported in the newspapers if there's nothing more interesting to report. See Elizabeth Hurley, Gail Porter or Carol Smilie for good examples.
B) A person who is famous for their work in the field of underground or open-cast extraction. See Arthur Scargill, Monty Mole or Miner Willy.
