This is a feature that occurs when a material is deformed in
tension. If you take a
Steel bar and pull it by both ends, oh, and are
Superman, then there will be a region where the
Deformation does not remain uniform. This results in the forming of a neck, where the Cross-sectional area decreases by a greater amount than the rest of the material.
This process is known as Necking.
