An old chestnut goes like this:

The 100 houses on a particular street in a new housing development are numbered from 1 to 100. You are hired to purchase metal house numbers and mount them on each house. How many 9s do you need to buy?

(There are lots of variations, but they all boil down to how many times digit X occurs in the numbers (usually) 1 to N.)
