Colloquial hyperbole, meaning to engage in revelry (to par-tay) with great enthusiasm and/or vigor.

Generally the idea is, that the beatz being as phat as they are, and the chicks correspondingly fine, one naturally desires to shake that azz all up in this or that shit. The cumulative force of a large group of playas participating in said activities is liable to raise the roof of whatever unfortunate establishment is host to such bedlam.

The phrase is commonly accompanied by a hand gesture incorporating both hands, in which one bends both wrists backward, pointing his/her palms to the sky (or roof) and subtly but firmly punctuates each repetition of the phrase by raising the palms.
