To live in tax exile is to spend more than six months of the year living abroad in order to pay a lower income tax in one's home country. This dodge is often used by persons who make totally ridiculous amounts of money for the work they do and would like to keep more of it than their government would like them to. An example of a famous person who lives in tax exile is Paul McCartney, musician.
