A universal culture, as opposed to a national culture, has been held by few countries in the history of the world.

Such countries do not have a national culture such as France, Japan, Germany, England, or Canada. Almost all countries know that their culture is exactly that--theirs.

A country having a universal culture is unable to see itself as having a culture. Basically it cannot see itself. It holds its beliefs as universal truth. Its most natural question is "How could anyone disagree with us?"

And when others do, they will use whatever they can to enforce agreement. All the while they will not see themselves as imperialist, but merely as bringing knowledge, progress, and democracy to the ignorant, backward, and undemocratic.

There is only one country like this in the world today.
