Rather excellent kids' programme from early seventies to early eighties. Man (with cowl, looked a little like a friendly monk) would read stories, some of which were nicely animated (memories of a great version of The Sorcerer's Apprentice, without that wretched mouse). Animated cockney chap (badly drawn, looked like a sort of Bill Tidy kind of thing) would take part occasionally - (was it called Fred? Probably not). Opening credits involved wizard and witch (sort of Mad Madam Mimm stuff) debating over which was better, Words or Picturs, but turning stuff into other stuff. Had exceptionally groovy theme tune. (A Magic Pencil, with a little torch stuck in it, would teach us how to write letters... (not the missive kind) Never did work out why.)
