Under British licensing laws, "Last orders" is called 10-15 minutes before closing time in a pub. It is the signal for a mad scramble to the bar to buy as many pints as you can get down before the end of drinking-up time, which is 20 minutes after the bar closes. The resultant frantic high-speed alchohol consumption, in combination with the genius-like idea of throwing all the drunks out onto the streets at the same time (usually twenty past eleven at night), is a masterpiece of well-considered public policy.
