kowalski, while your writeup is amazing, I need to point out that Minneapolis winters are not to be trifled with. Perhaps the reason so many indoor innovations come from northerly locations like Minneapolis and Toronto is simply because of a cold and frequently dangerous climate. In the winter months, skyways save lots of time and heating energy. In many buildings which were retrofitted with them, the skyways are labyrinth-like and very irregular, defying effective patrol by conventional civil means.

In my experience in the St. Paul skyways, while they are filled with security cameras, they are not a controlled exclusionist area. The solution to Minneapolis' homeless woes does not stem from allowing them to live in the skyways, in any case.
