Minneapolis winters are not to be trifled with. Perhaps the reason so many indoor innovations come from northerly locations like
Minneapolis and
Toronto is simply because of a
cold and frequently
dangerous climate. In the winter months,
skyways save lots of time and heating energy. In many buildings which were
retrofitted with them, the skyways are
labyrinth-like and very irregular, defying effective patrol by conventional
civil means.
In my experience in the St. Paul skyways, while they are filled with security cameras, they are not a controlled exclusionist area. The solution to Minneapolis' homeless woes does not stem from allowing them to live in the skyways, in any case.
