One of the minor characters from
Revolutionary Girl Utena (alternately,
Shoujo Kakumei Utena or La Fillette Revolutionnaire). Shiori plays a large part in the personality of one of the duellists,
Arisugawa Juri.
Some time ago, before Juri was in the
Student Council, she was friends with Shiori and a boy who (supposedly) liked Juri. However, Shiori was jealous of Juri's popularity and charm, and decided to hurt her by stealing the boy for herself, all the while telling Juri to "believe in a
miracle". Eventually Shiori leaves the school, and Juri takes to wearing a
locket with a picture of the one she loves. However, all is not as it seems...
A while later, Shiori returns to find that Juri is still cold to her- but Juri tells her that she never loved the boy, or had any feelings for him at all. It isn't till later that Shiori has a chance to see inside Juri's locket...

Oh yes...and most fans of Utena find her to be an unforgivable
bitch for being so cruel to Juri. And she is invariably described as "goat-like"- go figure.
